CADC Financial Crisis Reaches Raj Bhavan: Dangu Doymoy Daveng Chakma Seeks Urgent Constitutional Intervention

Chakma Autonomous District Council (CADC), MDC Dangu Doymoy Daveng Chakma on Monday met the Hon’ble Governor of Mizoram at Lok Bhavan, Aizawl, and submitted a detailed Revenue Gap Memorandum seeking urgent constitutional intervention to address the worsening fiscal condition of the Council.

During the meeting, the CADC Member held an extensive discussion with the Governor regarding the persistent salary deficit and severe financial constraints affecting the autonomous Council constituted under the Sixth Schedule of the Constitution of India.

The memorandum highlighted that CADC has been facing chronic revenue deficits over successive financial years, leading to mounting salary arrears, delayed pension disbursements, and serious administrative difficulties hampering the effective functioning of the Council. It further pointed out that the growing fiscal imbalance poses a serious challenge to the autonomy and constitutional functioning of the institution.

Seeking immediate attention to the matter, Dangu Doymoy Daveng Chakma urged constitutional intervention for safeguarding the financial autonomy and institutional integrity of CADC. The memorandum also appealed for suitable financial assistance mechanisms, including Revenue Deficit Grants under Article 275 of the Constitution, to address the structural revenue gap and ensure uninterrupted governance and development in the region.

Apart from the financial issues, the MDC also apprised the Governor of the prevailing political developments within CADC and expressed concern over the present instability in the Council. Stressing the importance of democratic values and political stability, he emphasized the need for a sustainable and people-oriented political solution in the larger interest of the people residing under the Council.

Speaking after the meeting, Dangu Doymoy Daveng Chakma stated that the financial crisis confronting CADC has reached a critical stage and requires urgent intervention at the constitutional level to protect the rights, administration, and welfare of the people.

According to sources, the Hon’ble Governor patiently heard the matters placed before him and assured that the issues raised in the memorandum would receive due and sympathetic consideration.

The memorandum was submitted along with annexures and supporting documents detailing the revenue gap, financial liabilities, and constitutional concerns relating to the functioning of CADC.
