Mizoram Cabinet Approves Startup Policy, Fireworks Regulation Bill and ILP Guidelines
Aizawl, May 18: A high-level meeting of the Mizoram Council of Ministers chaired by Chief Minister Lalduhoma was held at the Cabinet Room on Monday, where several important policy decisions, draft legislations and administrative reforms were approved across multiple sectors including education, urban development, home affairs and governance.
Among the major decisions, the Cabinet approved the Mizoram Startup Policy, 2026, aimed at encouraging entrepreneurship, innovation and employment generation among the youth of the state. The Council also approved the Mizoram Visit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) Scheme, 2026 under the Rural Development & Administration Department to strengthen livelihood opportunities in rural areas.
In another significant development, the Cabinet approved the re-employment of former Chief Secretary Renu Sharma as Adviser to the Government of Mizoram. The draft Mizoram Engineering Service Rules, 2026 also received Cabinet clearance.
In the education sector, the Council approved the proposal for provincialisation of various categories of adhoc grant-in-aid schools under the School Education Department. The Cabinet further agreed to reconsider a 2019 decision concerning the regular appointment of 58 Assistant Professors engaged on fixed remuneration in different government colleges under the RUSA scheme.
The meeting also approved allocation of School Education Department land at Aizawl Venglai to the Local Council of Aizawl Venglai. Another land allotment under the Home Department at Armed Veng South was approved in favour of Armed Veng East Presbyterian Church.
Several important draft legislations and regulations were also cleared by the Cabinet, including the draft Mizoram Regulation of Fireworks Bill, 2026, the draft Mizoram State Medical Council of Homoeopathy Bill, 2025, and the Mizoram Fisheries (Amendment) Rules, 2026.
The Council additionally approved the Mizoram Inner Line Pass (ILP) Guidelines, 2026 and the Aizawl City Traffic Police Warden Scheme, 2026 under the Home Department to strengthen administrative monitoring and traffic management in the state capital.
In the area of water resource management, the Cabinet approved the Mizoram Water Information and Governance Bill, 2026. Urban development-related decisions included approval for the establishment of the Mizoram Urban Development Company under the Companies Act, 2013, along with the draft Aizawl Municipal Corporation Building (Amendment) Regulations, 2026.
The Cabinet also discussed matters relating to the imposition of penalties against 10 convicted employees of the Chakma Autonomous District Council (CADC).
Another notable decision taken during the meeting was the approval for clarification regarding exemption of royalty on broom grass and broom sticks under the Environment, Forests & Climate Change Department.
Meanwhile, a Special Investigation Team (SIT) will reportedly verify alleged land passes issued in reserved forest areas of Lawngtlai.
The Cabinet further approved appropriate observance and commemoration programmes to mark the 150th anniversary of the national song “Vande Mataram.”
