Historic Referendum at Diyun: Chakma-Hajong People Unite for Justice and Dignity

A new chapter in history was written today at the Diyun School Playground, District Changlang, Arunachal Pradesh, where thousands of Chakma and Hajong people gathered for a landmark referendum demanding a final and lasting solution to their decades-long issue of identity and rights.


Organised under the banner of the Joint Action Committee (JAC)—a coalition of eight community-based organisations—the referendum symbolised the people’s collective resolve for justice, peace, and dignity.


“This referendum is not just an event, but the voice of a united community determined to secure a permanent, peaceful, and honourable resolution,” said Mr. Mahendra Chakma, Chairman of JAC, in his keynote address.


The event witnessed rare unity across political and community lines. Among the dignitaries present were MLA Nikh Kamin, former MLAs Somlung Mossang and K.G. Singpho (Chief of the Singpho community), and respected leaders from neighbouring tribes. Their presence and words of solidarity reflected a strong call for reconciliation and time-bound resolution.


Speakers recalled that between 1964–69, the Chakma and Hajong people were resettled in Arunachal Pradesh under a Government of India plan after displacement from erstwhile East Pakistan. Despite Supreme Court judgments upholding their citizenship rights, the community continues to face systemic exclusion from electoral rolls, ration cards, RPC certificates, and government services.


The referendum concluded with a humble appeal to the Government of India and the State Government:


To ensure equal treatment and dignity for the Chakma-Hajong people.


To resolve the issue in a peaceful and constitutional manner, strengthening social harmony and inclusive growth in Arunachal Pradesh.


With folded hands, the JAC reaffirmed its commitment to work hand-in-hand with the Government and indigenous communities for a future of peace, prosperity, and development.
